The objectives of the Fund for Assistance to the Reform of Housing and Utilities Sector are to ensure a sustainable reduction of the housing stock unsuitable for habitation, stimulate the reform of housing and communal services, the formation of effective mechanisms for managing the housing stock, the introduction of resource-saving technologies by providing financial support at the expense of the state corporation, information and explanatory activities to educate citizens, as well as assistance in training in the field of housing and communal services.
One of the important activities of the Housing and Utilities Fund is to provide financial support for the modernization of communal infrastructure systems.
In 2016-2021, with the participation of funds from the Housing and Utilities Fund in 40 regions:
- 58 modernization projects were implemented with a total value of more than 13.1 billion rubles, of which more than 4.7 billion rubles were private investments;
- 60 modernization projects with a total value of about 18.9 billion rubles are being implemented, of which 5.06 billion rubles are private investments.
With the participation of funds from the Fund for Assistance to the Reform of Housing and Communal Services, 105 communal infrastructure facilities in the field of heat, water supply, wastewater disposal and MSW management were reconstructed and built, including sewage treatment plants, water intake, artesian wells, water towers, water treatment plants, sewage pumping stations and other objects. More than 170 km of networks in the field of heat, water supply and wastewater disposal were reconstructed and built.
The commissioning of these facilities made it possible to improve the quality of public services in municipalities, where about 3.6 million people live.
As part of the ongoing modernization projects, it is planned to reconstruct and build another 98 communal infrastructure facilities and more than 214 km of networks in the field of heat supply and sanitation. Thus, the quality of the provided utilities will be improved in municipalities, where about 4.3 million people live.
The Housing and Utilities Fund is a participant in measures to implement the federal projects "Clean Water" of the national project "Housing and Urban Environment" and "Rehabilitation of the Volga" of the national project "Ecology".
