PROFILE OF THE EVENT

Russian Water Congress is an interdepartmental federal platform for the formation of proposals aimed at achieving national goals for the environmental improvement of water bodies, the implementation of state programs and federal projects for the conservation and rehabilitation of the national water resources, improving the sustainable exploitation of water resources by water-intensive industries (fuel and energy complex, agro-industrial complex, housing and communal services), attracting investments and improving the economic state of the water management complex, upgrading the hydroengineering and port infrastructure, reclamation systems; retrofitting Russian environmental technologies for sustainable water use, as well as solving the problems of low-water and water-deficient regions, supplying the population with clean drinking water.

At present, the world community is concerned about the rapidly deteriorating state of the aquatic environment, degradation of water bodies and a decrease in fresh water supplies. Although groundwater is a renewable resource, its reserves are limited, and the quality is deteriorating every year. This is due both to the general increase in anthropogenic load on the adjacent territories, and to the obsolescence of the fund of water intake wells. Also, a significant threat is legalized uncontrolled drilling, including for aquifers that are strategically important in case of civil defense and emergencies.

A significant problem is the absence at the legislative level of the concept of boundaries of groundwater deposits and their connection with surface water bodies. This leads to the issuance of licenses for the right to use the subsoil for the purpose of prospecting, exploration and extraction of groundwater, regardless of belonging to a real deposit and an artesian basin.

Enterprises of the water management complex, on the one hand, are the largest water users who pass large volumes of wastewater through their treatment facilities, on the other hand, environmental protection complexes (a barrier for untreated household and industrial effluents on the way to the water body).

In order to improve the environmental efficiency of water and wastewater enterprises and protect the water body from pollution, modernization (reconstruction) of treatment facilities is necessary − capital-intensive measures associated with long-term investments and low payback, and often unprofitability. In addition, such measures can positively affect the quality of a wastewater receiving water body only in conjunction with improving the quality of the runoff of subscribers of water and wastewater enterprises.

Digitalization of the packaged water market: introduction of labeling and transformation of the industry

The experiment on labeling packaged water ended on June 1, 2021. Already from December 1, 2021, labeling will become mandatory for mineral water, and from March 1, 2022 - for all packaged drinking water.

The discussion is devoted to the readiness of the packaged water market for the introduction of labeling and measures that should prevent possible malfunctions. Representatives of government authorities, business and experts will discuss issues of improving product quality, control, supervision and improvement of legislation and technical regulation in the context of new labeling rules.

Diffuse runoff is inextricably linked with the implementation of the Volga Improvement Program. Assessments of the influence of diffuse runoff quality and its volume on the water characteristics of a water source should be uniform and based on achievable control indicators. To do this, it is necessary to adjust the existing methods of monitoring the state of water bodies. It is necessary not only to assess diffuse runoff qualitatively and quantitatively, but also to identify the causes of its occurrence, because the well-known environmental imperative "polluter pays" should work for all types of pollution of reservoirs.

The discussion is devoted to the implementation of the obtained results of modeling diffuse runoff into modern practice of water protection activities and its regulatory and legal regulation. The requirements for the list of control indicators, the possibility of automatic control of pollutants and the construction of mechanisms for identifying the main pollutants that form diffuse runoff in order to form measures to reduce the impact on water bodies will be discussed.

Sewage sludge in the paradigm of transition to "green" technologies must be used as a secondary resource. Constantly formed sewage sludge requires the formation of universal technical solutions. More than 170 km of networks in the field of heat, water supply and wastewater disposal were reconstructed and built.

The commissioning of these facilities made it possible to improve the quality of public services in municipalities, where about 3.6 million people live.

As part of the ongoing modernization projects, it is planned to reconstruct and build another 98 communal infrastructure facilities and more than 214 km of networks in the field of heat supply and sanitation. Thus, the quality of the provided utilities will be improved in municipalities, where about 4.3 million people live.

The Housing and Utilities Fund is a participant in measures to implement the federal projects "Clean Water" of the national project "Housing and Urban Environment" and "Rehabilitation of the Volga" of the national project "Ecology".
